You aren't American so why do you care? The fact the American government doesn't se fit to negotiate a working holiday program in Japan or any country simply highlights it's general attitude ,which is ,if it isn't American or beneficial to American interests then it is unimportant.Unfortunately this leaves them and their poor citizens very ignorant to the rest of the world and hence we have the problems we see today.
You should be looking to hire teachers with more worldly views and opinions anyway!
