As far as I'm aware the working holiday program is a recipricol agreement; the Japanese can go to Australia, New Zealand, Canada and now Ireland and vice versa. America hasn't made any agreements to take foreigners under Working Holiday arrangements hence they don't have the priviledge to undertake working holidays in these countries. Hope this helps clarify!
