No, he PROBABLY did not have a CHINESE WIFE, but I can't see it personally being one RULE for SOME and ANOTHER for OTHERS?

I can see it, but you can't. That doesn't surprise me in your case. You have no idea of what basic human rights entail! Laowai with Chinese spouses should and are treated differently from those without same. Quite rightly so!
Why should a laowai not seeking a job, with a Chinese spouse, be kicked out of China on health grounds?
By the way, I was assured by the head gaffer at the PSB before undergoing my medical check that my medical results mattered not for my obtaining my RP.
