This is a problem of education in these rather primitive societies, in comparison with Europe/The West. Animal rights/welfare will take some time to trickle down. As you say, it is a case of daily rice bowl first, dogs are secondary. I may well be accused of being discriminatory, but sorry, it is a place I would just not want to visit.
