With similar scandals currently in Britain (with the resignation of the Defense Secretary from his position and other more or less powerful people in the cabinet or in British Parliament) or in Haiti (with similar misconduct of UNO soldiers there), it shows that current power structures are always a potential invitation to the abuse of power by those who fail to control themselves in that respect for different reasons. The victims are men and women alike. Hence, your perception of that reality essentially needs to be a bit more holistic.
