I've taught in China with a damaged passport with a Z visa in it. The Chinese didn't mind me living in China with it damaged. At that time I had a college living card, but no RP. When I got my new passport, it was eventually used to accommodate my new L visa.

The thing is this - you can't normally cross borders with a damaged passport. It'll depend how damaged the passport is. That fellow's visa office will inform him of whether his passport is still usable to cross borders. My passport was partially burned, and therefore unusable, whereas his has had a different kind of damage inflicted on it.

If he has to, get a replacement passport, and then try to get the bank to reimburse him. He should retain a receipt for the replacement cost and the EMS fee, and also the bank's letter in Chinese.
